You would know this if you were familiar with your cPanel? I don't have cPanel, so I can't direct you there. I do have phpMyAdmin and I can tell you that your my.cnf is not available through there. I have ftp and shh access to my servers, so I know you can change the file with that access.
If you don't know if you have access to my.cnf, then I would not go mess with it. I would ask your host to do it. Also, if you have shared hosting, I doubt you would have access to restart mySQL. That would be kinda stupid for them to give you access to do that if you have shared hosting. You haven't posted any details about your hosting situation though.
