banning an isp, hostname, or country?

is there a way i can ban a certain internet service provider from ever being able to connect to my forum?

or if i can block a hostname or a whole country ? serbia in particular

this kid has a dialup connection from this company called ptt.yu over at serbia and he has a dynamic IP, so I have banned his account, put him in the coventry place, and banned his emails and etc. but he just keeps coming back and making new accounts trying to fool the staff

but you would know its the same guy because of the way he posts, he is a very bad speller, he screws up some english phrases, and he puts the SAME BIRTHDAY FOR ALL HIS USERNAMES, the most obvious ones, and he tells everyone he's from SERBIA everytime he makes an intro thread

its really really really annoying so help on this is appreciated.

thank you!

i'm also having trouble with DSL people who are banned, cause just like AOL everytime they log on they have a new IP. any suggestions on how to rid them permanently????

lol, i have the mod installed that tells me about duplicate accounts through cookies being stored in the users PC, thats another way i can tell if the person is the same one even if they use a proxy

awesome mod but doesn't always stop the problem

There's a modification called "AE Detector" that detects multiple accounts, I think.
