i need a hack that display in the top of the site and ...

i need a hack that display in the top of the site and encourage users to post more topics . for example when a user didn't post topics for several weeks , see a text on the top of the website that encouraged for post more topics
.if you just tell me the name of this hack , i can find it

If you look for the "Welcome headers encourage user registration" hack, there's another one either by the same author or linked to that which basically does this. (Or that one may do it by now) it checks if a user has posted in X days and says "hey, we see you haven't posted lately, blah blah".
