20 posts before starting thread
 

Is there a mod that restricts new members from starting threads? For example, I'd like new members to have posted 20 times before they are able to start a thread. Anything like that?

No mods are required to do that.

Set your registered users to not be allowed to start threads.

Create a new user group that can start threads.

Create a promotion to move users from the first group to the second once they have X number of posts.

Wait for the cron timer to go off which will carry out the promotions (shouldn't take more than an hour).

Do as dismas said, and run the cron manually, just for the first time, so your users aren't stuck without being able to create threads.
