How did they get this to work?

Hello, I am looking to make a drop down navigation for my site. Here is a site that I found which is using a drop down navigation bar, it looks like Javascript.

How hard is it to have this on a forum page? I did not see any active x pop ups, so maybe Java is better than spry?

Most drop down menus are done with javascript as its easier. However it can be done with pure css.
