moderator notes under posts

Hi, I used to have a neat modification on my previous forum system that allowed moderators to add notes (or notices) under users' posts. These notes couldn't be edited by users, even if a user had permission to edit his own post. These could only be added by moderators who have moderator permissions on given forum (or edited/deleted by them)
Is there any kind of similar modifiacation here? I looked around in Mods and could find it.
