hack to: Allow New Threads on a Per Post Basis
 

As the title states,

Is there a hack or mod that will allow users to post New Threads in a specific forum on a per-post basis?

For example, you can post ONE new thread for every 25 posts you have made...?

Also, any idea how to make the 'prevent double posting' show up like this site, as in showing the date and time the next post was added. My site only says how many minutes later it was added..
