is there any knows what is the name of the module?

i have been seen before in other forum,there's user module which is when you are register in their,there's a choice to see the rules first of all.and it must agree first for the rules,so the users was given for a several minutes to read the rules so the user cant accept the rules directly until the time was over.
is there any knows what is the name of the module like that?

Not sure why you want to waste your time and effort installing something like this, people will just go to another site while they wait or not bother signing up at all. As long as they tick the box then you should be covered for most things (though I'm no legal expert). If they choose not to read it, it is there fault not yours.
