My dedicated server overuse CPU 4/2 ... do you have any ways to make my CPU go down?

I would look at the scripts you have on the server, and if you can disable anything then do so. If not I would upgrade the CPU.

Some more information is needed, What addons do you have? What type of traffic do you get? How much RAm and what CPU are you running?
