Add Layer-based Header w/Javascript?
 

I first asked this question over in the "3.6 How Do I Questions" on vbulletin.com, and one of the senior members suggested I instead ask this over here:

How do I add this particular header to the top of my 3.6.8-based forum?

In other words, I'd like to have what you see in the URL above at the top of each forum page. It uses layers created in Dreamweaver, and has some javascript that does things like preloading the on/off states of the various images, etc.

I already successfully deleted the large vBulletin logo at the top by following these instructions:
