Just a feq questions
 
Hello,

I am just wondering if it is possible on how i can change the rules that peopel have to agree to when they are registering.

and also how can i change this message when i am not logged into my site

you would edit it via ADMINCP / Languages & Phrases Manager
just do a search of the text (Search Phrases)
