Import Users

With the launch of 3.7, how would we import users without an upgrade?

What I mean is, I will have a test version on a sub-domain, which won't affect my current board which is 3.6.8.

I want to be able to import the current users to 3.7 without touching the 3.6.8 setup, how would I do this?
