Disable Hard Delete

Is there a modification that disables hard delete for everyone but Admins for 3.6?

You can set this for each individual staff member in the Moderator Permissions.

If possible I would rather have this as a usergroup permission as it makes more sense and is easier to maintain when adding new moderators and such.
