SQL to subscribe all users to all forums?

Hello all - I'm struggling with this. I would like to force all members/users to be subscribed to all forums unless they choose otherwise.

I'm fairly certain this is a simple UPDATE statement but don't know the syntax. Are there any SQL people here who would know how to write this?
