How do I make my header static?

I have a compact header that I would like to remain static on the top of the pages. I've searched and haven't seen anyway to do this.
Is this something that can easily be done or should I move on to my next project?

You would simply remove all output HTML from the header and put it in another file (index.html), which has an iFrame going to your site
