Custom thread posting form

Just wondering how it's possible to make custom thread posting forms for certain forums.

I've seen it around on a few boards (instead of the usual vBulletin standard, there's a selection of text boxes and options, all of which customise the layout of the eventual post).

How would I go about doing this?
