scrollbars problems

I wonder if there is a way around that browsing problem:

All pages on my site display perfect. Whenever you change page, you don't even notice it. Header does not move at all, creating that illusion.

However, for those short pages without scrollbars, when you browse them, you can see that header table changing position a little and "dances".

Anyway to keep that position fixed?
