iFrame under navbar? Need help

This is what I try to get:

Scrollable iframe that links to a html page with images like shown in the image. I want it to be right beneath the navbar. The scrollbar can be whatever the browser suits it to be, the yellow is just an example, but shows what I mean. I want this hack ON the whole time, also in the forums page. So I suspect it has to be implemented into the header template.

Other solutions are more than welcome, but it should be easy to update.

We use vBulletin + vBadvanced.

Anyone out there with a bright idea? :)
