how do i make sure my zip/targz or sitebackups are not web accesible?

Place them in a directory above your public_html/htdocs folder.

ie.. /home/username/public_html

place the backups in /home/username

Ima a little slow so do i make the backup file or is it already there?

Well if you haven't ran a backup program, how would a file exist there already?

Make sense so how do i go about creating one?

You should refer to the vbulletin documentation found here or check your hosts help area as you might be using something like cpanel that will backup your entire site including your db's and place them in a file for you.
