i would like to ask how to automatilcally adjust the option of private message notification, for everyone, in other words rather than every member goes to there cpanel an tick it.

What exactly do you want it to do?

i think its clear, if you goto the user cpanel, there is an option saying to have a notification whenever you you receive a private message, i want this to be configured automatically, in other words i dont need members to adjust it manually, is ther anything i could configure in my cpanel.
