Does anything like this exist??
 

First, I am not a programmer by any means of the word.

My manager has asked me to find some software that can basically do this:

Assign 4 teams of 6 people in each team, with 24 different abilities of people. With the ability, to assign people with those specific abilities into those teams.

Individuals, would have the ability to sign up with those abilities that they possess, then the manager can place them into specific teams. If a person has signed up but is for example number 25 they go on a waiting list.

To top this off, they want to have the ability to say, I want 5 teams, or 3 teams. All items have to be flexible thru configuration. Along with this the ability to assign people completion of certain tasks. (Have the met OSHA requirement xyc or something) which of course again is configurable thru configuration of the software.
