Custom Tabs

Hey. I run a smackdown vs raw efed site. I was wondering if anyone knew how to make custom tabs in the navigation bar. Such as seen on www.ocwfed.net. If you can help me out I would greatly appreciate. I think you have to modify PHP files and thats not my area.

I think it's in the coding of the skin that site bought and it doesn't need modifying in the PHP files.... just the templates
