Has anyone used HotTopic on their website?

I've seen this add-on on another website that doesn't use vBulletin. It adds an msn type popup that users can set to pop up when someone replies to certain threads that they choose.

Their website is http://www.hottopic.nl/

There's very little help on the website about how to go about doing this though!

Has anyone ever used this with vBulletin?
