How I can block the "send" of not-english posts?

we call this "moderation" ... if your site is not for multiple languages, you have to state your rules in the registration text, or something on your forum...

there is no real script that could filter language related texts, or you have to use a filter that will put all english words as banned words...

There are definitely algorithmic ways of determining the language of given text-- http://www.google.com/search?q=language+identifier Combine that with the the postdata_presave hook, and it should work.
