Mod Question (Is there one?)

Hey Sorry I may sound like a noob at the moment.

Is there a hack out there for vb3.6.x that is much like the one used here at vb.org?

Where only certain user groups can download/see the mods & download them?

Anything much like this would be great!

Yes but the thing on the side? To download mods and show information?
