New User PM Auto Sent

I cant find this anywhere... but for example if you go to www.thumpertalk.com and create a user, it will automatically send you a PM in your box welcoming you and whatever else. What is this mod or is it already a feature? I use 3.6.1 at www.myvividracing.com
