Advanced Administrator Settings?
 
Is there a way to break down every little option to allow or not allow a new admin to be able to use? Right now, in standard vBulletin everything is a little generalized. If I say someone can administer users it lets them send mass e-mails and all...way to change that? A mod?

That would not be easy to create, probably would even need a lot of file editing. Doubt anyone will take up this one.
