Is There A Way To Control A Large About Of Users

Basically Like In Permissions

But Instead Of Controling Users By Posts

I Want To Control Them By Activity

Example:

I Have A Download Section

Currently Controled By Posts Needed To Get InTo The User Group The Have Axcess

Now I Want To Make It So They Can Only Get In To That Section If....

And Only If They Are On This Site X Amount Of Days A Week

Or Any Type Of Thing Like That

Even If It Involves Alot Of Coding

I Just Need To Know What To Look For
