Howzabout a hack that would automatically remove the "New Thread" button in those forums where the admin has chosen not to allow new threads? Of course the admin and mods would be allowed to still see the button.

Most people (in my experience) never read the fine print anyways, and if they see a "New Thread" button, they're gonna push it sooner or later. Why not remove it when the option itself has been turned off and eliminate any confusion?

Possible at all?
