Network Bar (spans the top of all forum pages)
 
OK - just saw something I think would be nice to have for my forum since I have other sites as part of the JPiC Forum For Writers "network"

It's a network bar than spans the top of all forum pages - When you click the button (as seen in the screenshot) there's a menu dropdown that lets you select which site to navigate to ---- My Question: Which modification is it?

I doubt it is a modification probably just a piece of HTML code which was inserted in the header template. Not sure where you could find such code maybe google might help.
