WebCam integration hack

Is there a hack which allows users to record video messages (like an intro) and they can stick it on their own profile for other users to view?

The systems for this kinda thing are emmense! You may be able to pay an expert, but I don't expect it will be easy or free. Places like YouTube even had trouble creating such a system.
