Ok this is weird and I have never seen this happen, but a member uploaded an animated GIF and when it's posted it gets changed from GIF to JPG and of course then you can't view it? why would this happen?

What modifications have you installed? Try disabling all of them to see if this fixes the problem. If that doesn't work, contact vBulletin support.
