Email send timer and Email manager

Hi,

there is any way to define somewhere how many emails total can be send per hour ? from site?

Also can you suggest me a good email bulk manager (to send newsletter, news ... e.t.c)

If you're using a shared hosting. I suggest you contact your host and ask them.
