I'm sorry, I'm speaking english not so well.

Our company is intereted in buying vBulletin.
And I have question about it:
Is there any external api, code modification or plug-in which allow other application to manage users and forums.

Member support on 2 forums, professional tickets, and hack support. You can full integrate vBulletin into your site with some editing of the code, done simply via plugins.

You can do all you said via the admincp as well which is amazingly constructed and there is a free demonstration located on http://www.vbulletin.com.
