Change account rejection message.
I run a forum where we require and approximation of a real name for member IDs. I.e. You don't have to use your real, given name, but we don't allow handles like Huskerguy or BengalFan etc. Because of this almost EVERY new account we deny is due to the users member name. I'd like to change the default message that goes to ID's we delete and don't allow registration of to soften it up and mention that the cause was likely the members selected name. Where can I edit this?

I'm sure it is just a phrase that needs to be modified. What is the actual text of the rejection message? I would do a search in the phrases for a unique part of that text and I'm sure you will find the correct phrase. Then just modify and save and the users will get that message for now on.

That was the first thing I did. I have to know WHERE to search. Is it in a config file? I looked around in the Admin CP a bit and didn't find it.

AdminCP -> Languages & Phrases -> Search in Phrases

Found it now, and found several other things to edit BEFORE the person registers to really put it in their face that we enforce this policy.
