Redirect all external links with rules

I need mod: Redirect all external links through an internal page with countdown before redirect with a control to add little rules for external links-

This is becoming a MUST have. We are beginning to experience similar issues that MySpace went through just a short time ago - phishing.

We recently had a member PM all of our MODs pointing them to a thread that was in violation of our terms, the link, however, actually went to another domain that was setup to look like our site forcing them to log in again, then redirecting them to the actual thread.

This gave them the password to a supermod account which was then used to perma-ban hundreds of members, and mods, before we discovered the issue and corrected the bans.

We need a hack that allows us to have a redirect page for any domain that isnt explicitly whitelisted. The page should be customizable so that we may place a warning to our users that they're going to an external site and to not enter any login information, etc, etc.
