Scripted forum creation
 

I am working on a vbulletin board for a company, and i have come across an issue in which i need to have a registered and verified (custom verification ensures that they are part of our organization) have the ability to create a new discussion forum under a forum group. Each of the forums also needs to be viewable only to the members of the related group.
My question however lies in how to do this safely, the whole point of it is to allow users, most of which do not have much experience with computers, to do this easily, both for them and for our moderaters/admin, yet i'm not sure how to do this safely, ie instead of writing my own function that simply creates a new entry in the forums table. Is there any built in way to do something like this?

This should be possible with just creating usergroups and using forum permissions to limit which usergroups can see and post in certain forums.
