PHP Script outside the vB dir

I am trying to make a php script that will be on the same server as vB but outside the vB dir. Can someone tell me how to make a vB user login for this script and how to add vB functions like PM notification pop-ups and the permissions based off the vB usergroups. This scrip will have about 30 files so I would need a way to make it easy to include these functions on each page. This script will be a basic CMS. I know about vbadvance but it dose not give you enough control on page layout.
