Putting notice above quick reply

Hi all,

I want to put a simple notice above quick reply and new threads to ask them politely to make sure posts contribute to threads, that they are on-topic and keep smilies to the minimum, and don't use text chat.

That's not the problem, I just want to know how about doing this, in terms of modifying code, or is there a script for this?

Take a look at the showthread template, find the quick reply section, should be easy to spot.
