This pro version of this one does the same and looks better IMHO .. Costs less than $10

Just bought vB PT and it doesn't let users create their own projects ;/

Ask what you need it to do before buying it, because it's pretty basic.

I disagree that it is basic. Sure it would be cool to let users create their own projects, but saying that is no different than saying that vB should let users create their own forums. I have never seen a project manager that lets users create and manage projects I am not sure why you would have expected that functionality.

We have Manits (our current tracker) integrated into vBulletin (login-wise) but would love to have the whole thing in vBulletin.

Does vBulletin Project Tools have time tracking?

And billing (at least a report) based on a hourly rate?

Our current issue / bugtracker (mantis) does this - and it is a critical function (at least for us).

Any comments appreciated.
