Flash attachment in separate window.

I already set up the .swf attachment (flash) but how do I set it so that it opens in another window and doesn't just download to the computer? In the attachment options there is an 'open in another window' option but the only thing that happens is that a blank window opens and the attachment still just downloads to the computer.

I have it set up as attachment/shockwave. Am I missing something??
