Yahoo Pool [ IDK If This Is Possible]

Okay, i dont think if this is possible and if it is i think it would require alot of work. Anyways, will it be possible for someoen to do the following.

Create a hack which would organize Pool Tourneys ? Create Tables, Have an option of players and witnesses to submit scores. Depending on the games won and stuff, create further fixtures nd stuff...... Is it possible?
