user uploading

is there a mod so users can upload videos...and then the moderators/admins can view the videos to make sure they are safe to watch and then they can release them to the public....i basically want the users contributing to the video database...any help would be much appreciated.

you just have to add an attachment type, like mov, qt, wmv... and apply a moderation on the forum where people can upload videos...
