How can I add a usergroup selected by language or country?

Hi guys I wish to make a forum for en language and a forum for it language.
What I would like to do is that each forum would be visible only by some groups.
So I want to have for example italian registered users and english registered users.
In this way I can assign permissions to forum.

How can I do this? This would have to be automatic depending on user's country or language.
