Ivite a friend
 

Is there a way to set-up vb so that when a new member signs up they are asked if they want to invite a friend and vb will send that friend an email telling them they have been invited?

This is not a vbulletin feature - you will need to create a product/plugin for it.

Does it say anywhere on this site how to do that?

Are you asking how to write a modification? If so, I suggest reading the articles found on this site.
