One forum showing on all forumdisplay pages

I have an Off Topic forum that's in its own 'category'.
I also have other categories that have their own forums.

Is there a way for the Off Topic forum to show at the top of all the 'category' pages.

So, no matter what category (forum display) pages I'm on, it will always have the Off Topic forum on it?
