Enabling Document Functions in php.ini

Hello!
I've built a script using some document functions like touch() and chmod(), the problem is that i get a permission denied when i try to run the files, but when i used a friend's server it worked well. The problem is that my Sys-Admin doesn't know how to allow these functions to run. :confused:

Can someone tell me how?
