Index Page Pop-up Message Hack?

Is there a hack that will show a message in a pop-up window everytime a user logs in?

I need something that people will see (not everyone reads a global announcement) as I need to take my forum offline for a couple of days while I move servers and make some changes but I want everyone to know whats going on.
