No, you will need to contain your code in plugins.

Assign data to variables and use those variables in your template. Read the vBulletin Manual.

Huh? You don't know how to assign data to variables? Make a plugin (Admin CP > Plugins & Products > Add New Plugin) and hook it at a location, hook locations are in the PHP files.
