I guess it can be done in external page but it would be nice to have it built-in and automated. Like a page linked in a nav bar where webmasters could enter their url, upload banner, add short description and a link to a page where they added your website url, or intend to add it.
And their submission would then wait for admin approval before being displayed to everyone.

sorry if something like this already exists, I haven't found it.
